Because the doctor is the main character of the entire Star Trek franchise IMO.

I want some Odo//Doctor adventures, just two awkward lovable semi immortals and their misadventures trying to fit in with the federation.

He should never just be comic relief… Unless he’s appearing on Lower Decks.

But the Doctor was, in fact, just comic relief.
