Those are the same fuckers who never decommissioned the holodecks even though every 3 days the safety protocols fail and the Holograms try to murder you.
Apparently they lost it at the war and are rebuilding at the speed of a galaxy-wide committee. The Delta quadrant meetings get a lot of consensus for some reason.
I don’t know if I’m crazy, but didn’t this trigger a review of safety regulations in that episode or something?
